TECH Clean California is an innovative statewide program aimed at promoting the adoption of clean space and water heating technologies. With rebates available for heat pump heating and cooling systems, including ducted heat pumps and ductless mini-split heat pumps, and now extended to include heat pump water heaters, it’s easier than ever to upgrade your home’s heating and cooling systems while taking advantage of incentives. TECH Clean California’s rebate program for heat pump water heaters offers tiered incentives that depend on equipment size, fuel you are replacing, and program year. Larger tank-style units and certain configurations may qualify for higher incentives than baseline offers. Because published amounts change, treat this page as an overview and verify the latest figures with TECH Clean California or your installer before you commit.
Additionally, TECH Clean California has offered an Electrical Work Bonus to help with panel and wiring work that heat pump water heaters sometimes require. Percentages and caps are set by the program and update over time. Eligible electrical work can include replacement, upgrade, or relocation of the main service panel; installation of smart load centers or circuit breakers; sub panel installation; and upgrades to the feeder or secondary disconnects—confirm what qualifies under the current rules.
Heat pump water heater equity incentives
Residential customers who replace their existing natural gas water heater with a heat pump water heater may be eligible for additional equity incentives.
- Single-family homes: income-qualified households may be eligible for additional equity incentives on top of standard heat pump water heater rebates. Amounts and caps are published by the program.
- Multifamily properties: separate multifamily tracks apply with different calculation methods and per-project caps. Your property manager or contractor should review the current multifamily workbook.
For single-family homes (four dwelling units or less), residents must have household income that falls into one of:
- Equal to or less than 80% of the median income in the area, or
- Equal to or less than 250% of the federal poverty level.
To qualify for heat pump water heater rebates in California, customers typically must meet certain program requirements—such as enrolling in an eligible Demand Response (DR) program and being on a time-of-use rate plan.
